April 2011 PSA 305 Meeting
The PSA 305 meeting on April 5, 2011 was attended by community members and representatives from various city agencies. The Office of Police Complaints, a civilian oversight office, discussed the services that they provide to allow citizens to make complaints regarding MPD services. The 3D Auto Theft Unit discussed their continued efforts. The Public Safety chair from the Ledroit Park Civic Association presented the results of their survey on public safety for their neighborhood. There was continued discussion about 7th & T Street, the area that the PSA agreed to target to address various problems.

Lt. Jova introduced Anthony Lawrence from the Office of Police Complaints -http://www.policecomplaints.dc.gov (Kiesha Taylor the Chief Investigator of the OPC was also in attendance). The Office of Police Complaints (OPC) and its governing body, the Police Complaints Board (PCB), were created by statute in 1999, and OPC opened to the public on January 8, 2001. The agency is independent of the Metropolitan Police Department (MPD), the District of Columbia’s 3,800-member police force, and the D.C. Housing Authority Police Department (DCHAPD), the Housing Authority’s 75-member police force, and its mission is to receive, investigate, and resolve police misconduct complaints filed by the public against MPD and DCHAPD officers. The agency has board members and staff who seek to employ the best practices of citizen oversight of law enforcement, and whose ultimate goal is to provide the public with an independent and impartial forum for the investigation and timely resolution of police misconduct complaints. Mr. Lawrence explained the composition of the five-member Board. Mr. Lawrence also outlined six types of allegations for which the OPC receives complaints and conducts investigations, which include:
1. Harassment
2. Use of unnecessary or excessive force
3. Use of language or conduct that is insulting, demeaning, or humiliating
4. Discriminatory treatment
5. Retaliation for filing a complaint with OPC
6. Failure to wear or display required identification or to identify oneself by name and badge number when requested to do so by a member of the public.
Complaints can be made by completing a form on the OPC website site or by calling the OPC hotline at 866-588-0569 or 202-727-3838. Upon submission of a complaint, the OPC arranges for mediation between the complainant and the officer to facilitate good communication and resolve the issue. If the issue is not resolved through mediation, the OPC conducts an investigation into the matter. In 2010, about 580 investigations were conducted. Mr. Lawrence and Ms. Taylor stated that 85% of the complaints are dismissed. See the OPC website for more details.
Three officers, including Officer Farid Fawzi, from the Third District Auto Theft Unit discussed their current efforts. There are seven officers assigned to the Third District Auto Theft Unit. Amber Ree Soesbe reported a recent wave of theft from auto along 8th Street NW near the 930 Club. Amber stated that on multiple occasions, multiple cars, including those of staff and customers, have had windows smashed. Officer Fawzi stated that he would follow-up with her after the meeting.
Jana Baldwin, Public Safety Chair for the Ledroit Park Civic Association presented results from a survey that she had conducted regarding public safety. The survey had response from 65 individuals (largely from LeDroit) who identified public safety as an issue and raised concerns, such as desires for increased foot patrol from MPD and Howard University. Jana stated that some of the write-in comments for the survey complained of racial issues with MPD officers. A resident of the Kelly Miller Apartments (200 V Street) stated that she believed that she had been racially targeted or harassed by the MPD officers in her neighborhood. Lt Jova stated that he will not tolerate that behavior from his officers and asked the resident to follow-up with him with any details she may have regarding her complaint.
Marco Santiago provided the statistics for the crimes in PSA 305 in the last month. He stated that the robberies have been largely occurring Saturday, Monday, and Thursdays between 7 pm and 11 pm. The 1000 & 1300 block of U Street are the most frequent locations. He also stated that burglaries are occurring largely on Monday, Wednesday, and Sundays between 7 am – 11 am. He also shared an incident in which a taxi driver was carjacked on the 400 block of Florida Street. Lt. Jova also discussed an incident on Sunday, April 3, around 4:30 pm where shots were fired at 12th & T Street NW. An individual was seen fleeing the scene on bicycle, then crashing his bike at 12th & S St NW, and fleeing on foot. Lt. Jova stated they have not identified any victims or those involved in the incident.
The crime statistics for crime for March 2010 in PSA 305 are provided in the table below. A detailed list of all the 102 reported crimes for March 2010 in PSA 305 are provided at the end of the meeting minutes.

At the end of the meeting there was a focused discussion on progress of actions that were identified at the March 2011 PSA 305 meeting for improving public safety at 7th and T St. This intersection was identified as a problematic area at the February 2011 PSA 305 meeting, and it was decided by the DC government entities/MPD/local community present to take action to improve this area. These actions include:
1. Removing old bike stands on the Northwest corner of 7th/T
2. Moving the bus stop from its current location at front of the CVS to north of Florida Ave
3. Getting the business at the SE corner of 7th/Florida which is piping music out to the whole neighborhood to remove its outside speakers
4. Have DCRA take action on an abandoned (and open) house in the 1900 block of 8th St
5. Taking action regarding people who are selling items on 8th St (outside of the Flea Market) since these people are leaving garbage on the street after they finish
6. Lt. Jova indicated that he has had officers on Segways there starting in the first week of March.
Sedrick Muhammad (Mayor’s Office of Community Relations and Services/and ANC 1B Public Safety Chair) stated he would attend to taking action on the items above in the meeting in March. Sedrick was not present at the April 2011 PSA 305 meeting, so we agreed to forward the list of action items to Sedrick ask him to update us on the progress at the next meeting.
Officer Higgins stated that he would follow-up with Metro Transit Authority Police and ask them to attend the PSA 305 meeting next month since they have jurisdiction on the bus stop near 7th and T and have been dealing with issues at that location as well.
